The Student Energy Price Flat Rate Act
The Student Energy Price Flat Rate Act (Studierenden-Energiepreispauschalengesetz, EPPSG) came into force on 21.12.2022. According to this, students, pupils in technical school classes whose attendance requires vocational training leading to a vocational qualification, pupils in vocational school classes and technical school classes leading to a vocational qualification in a training course lasting at least two years, as well as pupils in comparable training courses are entitled to a one-off payment of 200 euros due to the increased energy costs. The prerequisite for this is that on 1 December 2022 you were enrolled at a higher education institution or in an educational programme at one of the educational institutions and had your place of residence or habitual abode in Germany on the specified cut-off date.
A list of all those eligible was drawn up at Fachhochschule Kiel. In this list, each person’s first name, last name and birthdate were stored in encrypted form. The list with the encrypted data has been sent to a nationally accessible portal for eligibility matching. The application process also takes place in this portal. Only when you submit your application will the required encrypted data be decrypted and matched with your application data.

Where and when can I submit an application?
The federal and state governments have prepared a nationwide central digital application platform that has been available since March 15, 2023 at www.einmalzahlung200.de. The application is expected to be possible until September 30th, 2023.
You absolutely need an access code.
How do I get my access code if I'm currently enrolled?
The access code is available since March 15, 2023 at https://qis.fh-kiel.de. After successfully logging in as a beneficiary, a link "EPPSG Access Code" is available for selection. A PDF with the access code is available for download via this link.
How do I get my access code if I am already exmatriculated?
Please contact eppsg(at)fh-kiel.de, stating your matriculation number, first name, last name and date of birth, if you have not received an access code yet.
I also need a PIN because I can't prove my identity electronically.
The Kiel University of Applied Sciences provides all eligible persons with a PIN. This is only required if you have no other way of proving your identity electronically.
If you are enrolled, you will also receive the PIN via https://qis.fh-kiel.de.
